Well Danny,

I've already read some answers of people you have written to, they seem to be very negative...

At first, your idea is a brilliant one, kind of symbolic function worldwide! Great!!!

On the other hand, I can agree with the other people, it would never work this way. It seems to be impossible to create a part of one level and put them into one.
But hold on, I haven't finished yet.
I really have a vision with this...

Let me explain, how it could work...
The idea is basically the same. There are several people all over the world that want to create a universal masterpiece for Half-Life. At first everyone should sent ideas to the master coordinator, you in that case, won't you? He analyses the idea together with his co-coordinator (maybe my person...) and checks the possibility to build such a level.
Then the work is split up. I think, a maximum of 3 persons should make a team. Every team does a single part of HLWWL, like in real Half-Life, where small single-levels form a huge complex of realistic environment.
It should be a single-player level with a stunning scripted intro sequence and a complex plot or exciting puzzles. That is the deal. One team creates the intro-sequence, another one a good ending and the rest the parts in between. For example, scripted sequences are not as difficult to do, I've included a very simple test sequence, I did long ago.

Every team sends a weekly (?!) update of their work, we check the work, look for improvements and send our results back to the teams. So the teams should only know about their connected parts (you know, levelchange e.g.), this means, how one level ends and how the next will begin. But this is a work than can be done afterwards, I think.
Before we start, we have to design a level-script all together, a visual image of the planned work. Everyone needs to know, what the whole part should look like in detail!
Then, we split up the work into single pieces, every team gets a part according to their abilities, the team that wants the intro gets it and so on...
At last, the end sequence should contain all members that took part in our project.

That's all. Check it. For me, this could really work!!! Contact all possible designers again and tell them and me about it.

And now, something about the dream I have for Half-Life:

I dream about an adventure like Indiana Jones, this means, I'd like to create a journey into an egyptian pyramid for example. The intro could show the trip through the desert towards the pyramid and a panorama around the pyramid (the outer appearance and size of the pyramid).
Then, our hero should enter the entrance, the doors shut behind him and he stands in the dark. He knows, that there is a legendary masterpiece hidden somewhere under the pyramid, so he starts his journey. Think of a rolling stone crashing our hero, lots of spikes and deathly gas. It would be fantastic, but we would need some egyptian textures and sound for this...
That's my dream.
Tell me what you think about it.

At last, I can only agree with you: Make this work, people...

PS: I have a friend in my town, I think he could help me here at the base, so one more participant....

Bye, Marco
